BH-Series Registration for EVs: Benefits & Eligibility

What is the BH-Series?

The Bharat (BH) series is a vehicle registration format introduced by the Ministry of Road Transport and Highways in 2021 to address a long-standing pain point for people who relocate frequently across Indian states. Unlike traditional state-coded registrations (MH-01, DL-03, KA-51), a BH-series registration is valid across all Indian states without the need for re-registration when you move.

For EV buyers specifically, the BH-series offers a unique financial advantage that most buyers overlook: you pay road tax in biennial (2-year) installments instead of the full lifetime amount upfront. Combined with state-level EV road tax exemptions, this can save significant money.

How BH-Series Road Tax Works

Traditional Registration

When you buy a car with a traditional state registration (e.g., MH-01), you pay the full lifetime road tax upfront — typically 7-20% of the vehicle's ex-showroom price depending on the state. For a ₹15 lakh car in Maharashtra, that's ₹1.05-₹1.5 lakh paid on day one, covering 15 years of road tax.

BH-Series Registration

With BH registration, you pay road tax for only 2 years at a time. The rate is a flat 8% of invoice value for petrol vehicles, 10% for diesel, and 2% for EVs. So for the same ₹15 lakh car:

  • Petrol BH tax: ₹15 lakh × 8% = ₹1.2 lakh per 2 years
  • EV BH tax: ₹15 lakh × 2% = ₹30,000 per 2 years (₹15,000/year)

The EV Advantage

For EVs, the 2% biennial rate is dramatically lower than what most states charge for lifetime registration. In states like Karnataka (13-18% road tax), Maharashtra (7-14%), and Tamil Nadu (8-15%), the BH EV rate of 2% for 2 years means you pay a fraction of the traditional amount. Over 10 years, the total road tax paid through BH is often 60-80% less than lifetime road tax in expensive states.

Who is Eligible for BH-Series?

BH registration is available to:

  • Central/State government employees who may be transferred across states
  • Private sector employees working for companies with offices in 4+ states
  • Defense personnel
  • PSU employees

You need an employer certificate confirming that your company operates in at least 4 states/UTs. Most large companies (IT, banking, FMCG, consulting) qualify easily.

The Double Benefit for EV Buyers

Benefit 1: Low Biennial Tax Rate

At 2% for 2 years, a ₹20 lakh EV costs just ₹40,000 in road tax per 2-year cycle — compared to ₹1.4-₹3 lakh lifetime road tax in most states. Over 10 years (5 cycles), total road tax is ₹2 lakh vs. ₹1.4-₹3 lakh upfront under traditional registration. The time-value of money further favors BH — you're paying in installments rather than a lump sum.

Benefit 2: No Re-Registration Hassle

If you transfer from Bangalore to Delhi, a traditional KA-registration car must be re-registered in Delhi within 12 months (Motor Vehicles Act Section 47). This involves: NOC from Karnataka RTO, re-registration in Delhi, payment of Delhi road tax (minus remaining Karnataka tax credit, if any), and 2-4 weeks of paperwork. BH-series eliminates all of this — your registration is nationally valid.

Benefit 3: Stacks with State EV Exemptions

In states that offer 100% road tax exemption for EVs (Delhi, Rajasthan, Gujarat, Meghalaya), you might pay zero road tax on your first BH renewal if the state exemption covers the BH tax amount. This varies by state implementation, but several BH-registered EV owners have reported zero road tax charges at renewal.

How to Get BH-Series Registration

  1. Get an employer certificate (HR department) confirming your company has offices in 4+ states
  2. Visit the Vahan portal (vahan.parivahan.gov.in) during booking or at the RTO
  3. Select "BH" series during registration
  4. Pay the applicable biennial tax (2% for EVs)
  5. Receive your YY-BH-XXXX-XX format registration number

Note: Not all dealers are familiar with BH-series processing. If your dealer doesn't know the process, you can apply directly at the RTO with your employer certificate and vehicle invoice.

Is BH-Series Right for You?

If you're buying an EV and you qualify for BH registration, it's almost always the better financial choice — lower upfront cost, national portability, and no re-registration headaches if you relocate. The only scenario where traditional registration might be better is if your state offers a one-time lifetime road tax exemption for EVs that's cheaper than cumulative BH payments over 15 years.
